Valentin Coutouly

Valentin joined the regulatory and public policy team of Connect Europe in March 2026. His work focuses on spectrum policy, cybersecurity, artificial intelligence, data protection and sustainability, with a particular interest in how these areas intersect in the EU’s digital regulatory framework.

He started his EU policy career at the Brussels office of Orange, gaining early exposure to EU regulatory processes and industry positions. He then spent four years at the European Parliament, advising senior Members of Parliament on digital policy. More recently, he worked on cybersecurity within DG CONNECT.

He holds degrees from Sciences Po Strasbourg (FR), Aston University/Sciences Po Rennes (UK/FR) and the College of Europe (BE).

Valentin is a native French speaker and is fluent in English. He also has a working knowledge of Spanish and Brazilian Portuguese.
